At the same time, YouTube plans to reduce barriers to YouTube Partner Program to allow more people to earn money from YouTube ads. For example, you need to get a minimum of 4.000 total public watch hours and at least 1.000 subscribers on your channel to make money from YouTube ads. If YouTube allows content creators to make money on Shorts, these requirements will probably get lower.
